Specific conditions of the awards given by the Tarazona Casa del Traductor
1. Objective and purpose of the awards
As provided for in the Tarazona Casa del Traductor Consortium's General Statutes on Grants, the Casa del Traductor offers 12 cash bursaries for translators. These bursaries consist of economic assistance of €30 per day and in 2017 recipients are invited to avail of the facilities provided at the Translator's House for a minimum of 15 days.
The Casa del Traductor also offers 13 residencies for translators, as provided by the Tarazona Casa del Traductor Consortium's General Statutes on Grants. These awards consist of economic assistance of €12 per day, plus VAT at the current rate, and in 2017 recipients are invited to avail of the facilities provided at the Translator's House for a minimum of 10 days.
The supports regulated by this statute are offered with the aim of improving the literary translator's work. With that in mind, recipients are welcome to stay at the Translator's House. Excellent working conditions are provided at the House: a specialised library, IT tools, internet and a pleasant work environment. During their stay, translators also have the opportunity to share the space with other professionals with whom they can consult and solve problems, and share work-related experiences.
The supports offered as a result of this call for proposals can be combined with other private or public assistance or grants.
2. Regulatory basis
The grants approved in this call for proposals for cash bursaries will be charged to budget allocation 3342 - 48001 in the amount of €10,800. As this is an open call for proposals, budget allocations will be made throughout the financial year.

4. Beneficiaries of the grants
Beneficiaries of the cash bursaries must meet the following requirements:
- The source or target language of the proposed translation must be Spanish or any of the co-official languages of the Spanish State.
- Beneficiaries must be professional translators, that is with a minimum of two previously published books.
- Beneficiaries are required to submit a description of the translation work that they intend to carry out for the purposes of the award, explaining the relevance of the work.
- Beneficiaries must submit the translation contract for the work to be translated. Nonetheless, translators unable to do so may also obtain an award, if the president of the consortium, following a report from the coordinator of the House, considers that the proposed translation is of exceptional quality or importance.
Likewise, beneficiaries of residency awards must meet the following requirements:
- Beneficiaries must be professional translators. Applications with proposals to carry out works of literary creation will also be considered.
- Beneficiaries are required to submit a description of the translation work that they intend to carry out for the purposes of the award, explaining the relevance of the work.
4. Applications

In addition to the application and documentation described above, recipients must submit:
- A valid national identity card (DNI) or passport.
- A statement of compliance showing that recipients are up-to-date with their tax and Social Security payments.
- A statement of compliance showing that recipients are VAT exempt.
In the event that the documentation submitted is considered incorrect or incomplete, in accordance with article 68.1 of Law 39/2015, of PACAP (Common Administrative Procedure of Public Administrations), the applicant is required to rectify any errors identified or supply the relevant documentation, within a period of no longer than ten days. Failure to do so within the aforementioned time period will result in the application being considered withdrawn, as per the terms set out in article 21.1 of the aforementioned Law.
6. Application period
Applications can be made from the day after the publication of the call for proposals in the Official Spanish Gazette of the Zaragoza Region. As this is an open call for proposals, applications will be accepted throughout the 2017 financial year.

The following criteria will be considered when making the awards:
- Relevance of the proposal with regard to the circulation of the work/author in the target language.
- Relevance of the work in relation to the source or target language.
- Relevance of the proposal because of the circulation of the published work.
Priority for cash bursaries will be given to translators who were not awarded a bursary the previous year.
8. Notification deadline
The award decision for this call for proposals lies with the President of the Tarazona Casa del Traductor Consortium. As this is an open call for proposals, this decision will be made on a monthly basis.
In accordance with the provisions of article 63.3 of Royal Decree 887/2006, of 21st July, by which the Regulations implementing the General Subsidies Act 38/2003 of 17th November are approved, the decision will include a list of all the applications that meet the administrative and technical conditions laid out in the regulatory basis and that therefore could be recipients, but did not receive an award because the maximum allocation had been reached for the call for proposals. This list will be in order of the rating assigned to each application in accordance with the assessment criteria.
In the event that a successful candidate turns down the award, the grantor will offer the award to the next applicant or applicants in order of rating, without having to renew the call for proposals, provided that sufficient funds become available to fund at least one of the applications. This will be communicated to the relevant parties in order that they can accept the grant offer within the maximum 10-day deadline.
9. Recipient's duties
In addition to the general duties outlined in Spanish legislation on grants awarded by local bodies, the recipient's duties are as follows:
- The recipient must pay the official fee for their stay at the Tarazona Casa del Traductor, set at €12 per day, plus VAT at the current rate.
- The translator must put together a report of approx. 30 lines about their stay at the House and the translation work for which they received the award.
- The recipient is required to undergo any checks carried out by the grantor, as well as any other checks, including financial checks, that may be required by relevant Spanish or EU authorities, and to provide any information requested for the purposes of those checks.
Likewise, in relation to cash bursaries, translators:
- Must inform the Consortium if they are in receipt of any other grants, assistance, income or resources funding the same purpose.
- Must state, when the translation is published, that the translation was carried out fully or in part at the Tarazona Casa del Traductor, with the financial support of the Casa del Traductor
- Must send two copies of the book translated during their stay at the Casa del Traductor, to the House.
- If any kind of public event related to their translation is held at the Casa del Traductor during their stay, the translator must agree to present their translation or some aspect of their translation.
- In the event that reimbursement is required for any reason, the translator must reimburse the amount received.
10. Supporting documentation and payment
To obtain the economic assistance the following documentation must be submitted to the Consortium:
- A formal request from the recipient to the President of the Consortium asking for a refund of the official fee.
- A report from the Casa del Traductor coordinator confirming that the translator carried out their work as planned and that they adhered to the rules of the House.
- A certificate showing that that the translator is up-to-date with their tax and Social Security payments.
- A declaration confirming that that the translator is up-to-date with the subsidy repayments.
Supporting documentation must be submitted within one month from the time that the subsidised activity has come to an end.
Unless otherwise indicated in the regulatory basis and provided that it does not prejudice the rights of third parties, the Consortium may grant an extension to the deadline for the submission of supporting documentation, not exceeding half of the existing time limit.
Furthermore, cash bursaries may be paid in monthly instalments when requested by the recipient and on the basis of a report by the Casa del Traductor Management confirming that the subsidised activity is being carried out as planned.
11. Legal framework
In the event that the specific conditions of the awards cannot be applied, the conditions provided for in the Tarazona Casa del Traductor Consortium's General Statutes on Grants will be applied, as well as the provisions of the General Subsidies Act 38/2003, the Regulations implementing this act approved by Royal Decree 887/2006, and all legal instruments applicable to Local Administration.
